The Casinos are open when in international waters, and usually till around 2-3am. The Casino Host calls it at night when the number of gamblers has gotten low, and it is costing more money to pay the dealers than the house can make.

 

As per drink coupons, I believe they are 5.25 each (book of four) you can find that on the Carnival Website. They do not save you any money, as if the drink you order is more than the coupon they can and will charge you the difference. Drinks range from around 5-10 dollars.
