When we went on Carnival, we didn't have to pay for our daughter since she was under two. I didn't know if NCL had the same thing or not and was having trouble finding the information. I don't know about the particular excursions you mentioned, but we booked an NCL beach excursion with our then-19 month old, and there was no additional charge for him. Have you tried going through the steps online to book an excursion and seeing what the charge is (prior to entering the CC info)?
