Not sure what you consider to be "cheap."

 

We usually go to Paradise Beach (it's roughly $15 for cab fare from the cruise docks, give or take a few $ depending on which pier your ship uses). There's no entrance fee to get into their property. My wife usually gets a massage, I play in the water with our kids. Their price is $1 a minute; they're set up in nice tents that provide shade, but that have an open front so you can look out at the beach/ocean while you get the massage.
