Are you setting that up before you cruise or when you get there? Anybody know if there are people once you get off the ship that will offer your tours? Is this a safe thing to do?

Is safe if you do with a taxi driver but you can set up before you get the cruise, and ask for the price first or get the price list at the airport.

Yes, there will be loads of drivers waiting at the pier to take you around. They will offer a number of different options, but most will be offering the rain forest trip. You can do a search on the forum or on google for things to do/see in PR and decide where you want to visit beforehand. You can find some tour operators/drivers online and make reservations beforehand or wing it once in port.

Or you can decide to rent a car to explore, or just walk around OSJ.

Lot of options.
