Car Rental - Charleston

I would like to rent a car at the airport in Charleston, use it for three days and then be able to turn it in somewhere close to the port before the cruise. Can anyone tell me if that is possible?

 

Also someone told me they thought there was a handbag outlet in Charleston. Does anyone know where it might be?

The only outlets in Charleston are Tanger Outlets which is close to the airport
