There are railroad tracks, steps and pavers/bricks to navigate. It certainly is not a sidewalk all the way. Most don't try to walk it with luggage, but of course a few do. It's not a fun walk. We departed the Voyager on January 14, 2012 and were able to scoot/walk through the riverwalk mall and then exited at the very end. They don't have an elevator taking you to street level, but they have a well hidden ramp at the end. it was a little bumpy going over the RR tracks, but once on Canal street it was smooth sailing.
