rebooking to lower a category

As many of you already know, the single supplement on Regent can vary from 50% to 100%. I booked a specific E category cabin rather than risk a less desirable location (vibration issue) in G or F with a guarantee status. Then I waitlisted for G and F. Yesterday, F became available with a good location. Instead of a credit for $750 for a step down, Regent says the credit is $300. This does not match up with the published rated on their website. Any comments are appreciated. For now, I'm staying with the original E location.
