I have done Stingray City twice and would highly recommend a tour that goes to the Stingray City Sandbar instead of Stingray City!! I did Stingray City via a cattle boat a few years ago, which was fun, but too many people in the water. Was just in Grand Cayman last week and did a different tour which included a jet ski tour to the sandbar. It was amazing! Just the few people on our tour were in the water with dozens of stingrays on a beautiful sandbar! We could see at least 4 boats, loaded with people, at the Stingray City site. I booked the tour from a private company located in the port and had no problems!
