Anyone fishing from a boat does not need a fishing license. Non-Caymanians who 1) reside in Cayman and 2)who fish from shore and 3)who keep what they catch (ie not catch-and-release), do need a fishing license. If he wants to keep something then he can without a license (so long as he is a tourist), subject to limits on species and such that apply to all.
