They carried a walkie-talkie that worked ok and often we'd come in after the casino or an adult show to find them eating something they'd ordered from room service. Have you been on a cruise ship lately? There are teens roaming around until 3, 4, 5a. I think 2a is a reasonable curfew to get out of their 1a teen club and still have time to get something to eat and hang a bit. I told her since you love your sleep and want to go on excursions in every port.
