I've always heard it referred to as a 'Tidal Bore' It's when the leading edge of the incoming tide forma a wave, which travels up the river against the current. According to this site, you can walk along the Harbour Passage pedestrian path to the Falls: http://www.cruisetimetables.com/cruises-to-saint-john-new-brunswick.html If you go to Google Maps, type in "200 Bridge Rd, Saint John, New Brunswick", and switch to Satellite view, you'll see how close the Falls are to the ships.
