We are in the same situation. Our daughter will be two when we cruise and I would love to know how people liked Carnival's kid program for their young children. We have sailed Royal before and loved the babies and tots program there.

I can only speak for the Inspiration, but their program is generally pretty good. My 5-year-old loved it. Story time, watching movies, and crafts - they got to design a T-shirt and keep it.

The downer is that the camp closes for an hour (sometimes more) between lunch and dinner, so you'll have to pick your kid up at that time (except when you're on the shore).

Again, this is about the Inspiration, but I figure that these programs and policies are kept pretty similar across the fleet by corporate.
