Start trying in Jan. Usually, about six months out, they have to get the contracts done first. Most of the locals may allow you to book about the same time frame. Most don't want it to early because people change their minds and it is alot of paper work. I am going to Hawaii in Jan and am now looking at excursions.

I always prefer to book independent. On our last excursion we had no choice but to book with cruise line (ports were changed due to hurricanes) and on our snorkeling excursion we were packed on the boat.

We were able to book 10 months in advance and glad we did because the morning tours go quickly. Booking with RCCL eliminated any worries about timing, e.g. getting back to the ship on time. For beach or shopping excursions we just made our own taxi arrangements.

Have fun.

I have always booked independent, and the cost is a lot less, usually half what the cruise lines wants.
