Getting Sale Perks after Booking

I just saw that NCL has their flash sale on (thanks to whomever posted that thread!!). I'm new to NCL so my question is: Can I call my PCC (is that the right lingo?) and resquest the obc? I booked directly with NCL originally during a similar sale that included an upgrade from balcony to mini suite but no obc. The price of the cruise hasn't changed. I know I could do this with CCL in the past but I need some info regarding member's success doing this with NCL.
