Is smoking permitted here?

Yes. There were ashtrays there on our recent cruise on the Freedom. It was also the location for the "Cigars Under the Stars" event, held at the same time as the Dancing Under the Stars party. I don't smoke cigarettes, but I did see the ash trays at the Sky Bar. I did, however, enjoy a nice cigar there during the one evening that the cigar event was held.
