Physically challenged and Norfolk

Went on the 5/25 Navigator to Bermuda with my elderly aunt who uses a walker because of major back surgery. We were shocked to discover that the only way off the ship in Norfolk was via a steep set of stairs to the dock (similar to those used for airplanes). Of course my aunt couldn't manage the stairs and had to stay on board for that stop. I also heard a woman complain to the staff because her husband was in a wheelchair and would not be able to get off the ship that morning. There was no mention of this in the itinerary. Not sure how a US port can get away with that. Something to consider for anyone physically challenged travelling on the Navigator to Bermuda and wanting to tour Norfolk or Williamsburg. :mad:
