Do you need to purchase the $5 individual National Park pass to ride the free Island Explorer Shuttle Bus to do the Park Loop route (#3)?

I don't think it is the Island Explorer that you want for a tour of the park on the Loop Rd. The Island Explorer is more of a shuttle to take you someplace and drop you off.
