National cruise vacation promotion cancel policy

I've tried to search this on carnival's site, can someone please shed some insight? Is it fully refundable until final payment? Or like easy saver? Thanks!!!!

Wanting to book a cruise in late next year under the NCVM sale rate.

 

Is this rate refundable up to a certain date or is it like Early Saver rate, with no cancellation policy?

I have booked two cruises directly with Carnival under the NCM rate and both were independently confirmed fully refundable up until final payment. A co-worker has done the same and received another confirmation of the same cancellation policy.
