Is the ultimate beverage package available during New Years Eve cruise on Epic?

We sail on the December 28th Epic cruise and are interested in purchasing the ultimate beverage package but it's not listed on my ncl online account for purchase. Is the ultimate beverage package blacked out for the new years eve cruise?

You can't purchase it online, you need to call NCL.

 

Also, only blackout period I know of is the spring break.
