I've already been to that site but it says "depending on the countries you have visited" and I know they have different rules for different countries but nowhere does it say specifically for Mexico, how many liters. I am sure when we went on our last cruise in 2003 (Montego Bay, Grand Cayman and Cozumel) we were allowed 2 bottles per person but maybe that's because we went to more than just Mexico. I don't know.
