Taxi Zone confirmation and question

Ok if I have read the taxi zone map correctly:

 

From Airport to Best Western Plus Condado (55 Condado Ave, Calle Condado, San Juan, 00908, Puerto Rico); cab fare is $15 per ride and $1 per luggage

 

From Cruise port (Carnival Valor- Old San Juan Pier #4) back to airport is $19 per ride and $1 per luggage

 

What I haven't been able to figure out is how much from Best Western Plus to Old San Juan Pier #4?

 

Also, $1 per luggage - do they count your carry on if it is in your lap?

Your hotel to OSJ pier 4 is $12.00.

To all your rates add the $2 gas surcharge.

 

The $1 per luggage should not include hand bags or lap-sized bags.

 

If your trip is at night- after 10 pm, there is an additional fee of $1.

American Food- In Condado/Isla Verde you will find usual chains- like Ruth's Chris, Outback Streak House, Chili's, Denny's, Pizzeria Uno. And there are some more local ones like Ambassador Grill. But you will find almost any/every nationality of food choices there- Mexican to Italian to Peruvian to Chinese and of course- lots of Puerto Rican food choices.
