Old San Juan is pretty safe to walk around. It is hilly and has cobblestone streets so chose appropriate foot wear. Depending on ship arrival you might chose to go to the beach first. Isla Verda is the nicest (and furthest) about $20 each way (up to 4 per cab) Condado less far, about $18 Escambron is the closest and I gather the least nice, also not sure about chairs there. Tell the taxi driver you want a nice beach for swimming and you want to rent chairs. All of this is possible by local bus but maps are hard to find and you might not find the best place to get off the bus with easy public access to the beach.
