Should I book now or when on the cruise? We leave in sept. 4 dinner packages are $125

You can do either.

 

If you book now, you have to pay now. Celebrity will charge which ever credit card you give them.

 

If you book once on the ship, you can use OBC to pay for it, assuming you have OBC available to you.

 

The cruise line always holds a number of specialty dining packages packages for sale on the ship.
