Kohunlich ruins from Belize?

Why are there no tours to Kohunlich ruins from Belize but ther are from Costa Maya? They are closer to Belize.

Two reasonable guesses--

 

1. Customs. When you transit between Mexico and Belize, you'd need to go through customs. The infrastructure may not exist to do this quickly and efficiently.

 

2. Distance. Kohunlich is closer to Belize, but not Belize City. A quick look at a map shows that the distance between Costa Maya and the ruins is shorter than the distance between Belize City and the ruins.
