I can only offer an answer for your 13 yo as we sailed with our 13 yo daughter this past summer. She had fun and was able to come and go out of the program as I signed a waiver for her. She did some of the things but at the 13 yo age level, they get bored easily. She did enjoy that they got to stay in the White Heat disco each night until 9:30. She also loved the scavenger hunts each afternoon on sea days.

They also have time scheduled in the program for them to play PlayStation or computer games. There is also Ultra Violets, the teen club, which has video games for the kids to play. She was never bored. Just make sure your son goes to the meet and greet for his age group on Saturday night so he can make some friends to hang out with.
