Cruising out of Sydney - Embarkation

Once you go through the process of getting your passport checked & setting up your Sail & Sign card at Sydney Cruise Terminal, are you able to get back outside and stay around the Circular Quay area before the ship leaves? Just trying to decide whether to board the ship earlier in the day if we can get off again for a while and look around, or whether to board the ship towards the end of the day.

If we board late, can we check our luggage in earlier, so we won't have to drag it round with us while we have lunch etc?
