Water Taxi to Caye Caulker? Help please - thanks!

Since the water can be chopping during this time of the year, our plan for Belize is up in the air - it will be based on how soon we can get tendered in, and how the weather is going to be like on 1/28/2016 when we get there.

We are thinking about taking water taxi to Caye Caulker on our own. If the water is nice, we'll find a local snorkeling tour operator to take us out to the reef and shark alley. We just have a couple questions:

1. Is the water taxi on time and boats are reliable? Has anyone had issues with it?

2. Will there be local snorkeling tours available once we get there?

 Any suggestions will be greatly appreciated.
