Age for fitness center?

What is the age requirment for the ship-shape fitness center?

I believe that it is 16.

The staff in the fitness centre did permit my 13 year old to use the area where fitness classes are held (when classes weren't in session) to use light free weights, stability balls and mats. They will not allow those under 16 to use any of the equipment that "moves", ie treadmills, bicycles, weight machines, and the like. He just wanted to work with 5 pound free weights for biceps, triceps, etc.
