Apparently the bookings for Viking River Cruises are off 58% for 2016, but the Oceans cruises have been sold out for most of 2016 and 2017. Will this apply to Viking Ocean cruises? No, the cancellation fee waiving has far more to do with river water levels. If you follow the river cruise board, you'll see that last year was a disaster as far as river cruises went. There was a lot of busing and river boat swaps because of low water not allowing the river boats to navigate down and upstream. Which led to a lot of disappointed and angry passengers and a blow to the image of river cruising as a carefree vacation. In response to fears that this year might hold more of the same, Viking came up with a promotion that allows for cancellation for any reason. Of course there are indeed security issues--witness the Paris bombing--but I think it was primarily the low water issue scaring people off of river cruises that prompted the promo.
