Hub App question

I've seen other threads where people have talked about a chat feature inside of the Hub app. Once you log into the app are you able to just chat with anyone, and if not how do you get in touch with others on board outside of your stateroom? Like say it's another member from a roll call.

Everyone who purchase the chat app receive an ID number. You give whoever you want ur chat ID number and they become part of your chat group.
