If it is the second then yes you can get back on whenever you would like before sail away time. You can even get on and get off again and then get back on if you want. You can also leave an excursion if you want to. We did this two weeks ago on a Carnival Vista Excursion. We just called a cab and returned to the ship. At a tender port, the ship will dock away from the pier and you will board a tender boat that will take you the rest of the way in.
