Can't tell you when and where but from what I've read once converted you can't change them back to US$.

You can do it in the port, once you exit customs. Also, at any bank, or many hotels. At the port you get the standard exchange. 3% exchange plus 10% exchange if USD. At the same desk in port you can exchange it back for an additional 3% fee. (The 10% is only one time).
