Not all the beaches have parasailing readily available so that narrows down your options. The two that come to mind are Sapphire and Morningstar and I've also seen pick ups at Water Bay. You might contact the parasailing outfit and see where they will pick up/beaches on the day you are interested, might need to make reservations in advance. http://www.viwatersports.com/

We booked parasailing with a co. through Sapphire Resort. We drove to the dock and we left from there. I am not sure where the dock was but I don't think it was at Sapphire.
