So I’m looking in to going on a cruise with my sister I’m currently 21 and she is 14. Could we go alone or would I have to have a parent go with us. By the time we go we may be 22 and 15 as well depending on when I book.

This is incorrect!

Guests Under the Age of 21 MUST travel with a relative or guardian of 25 years of age or older

Actually that is really incorrect.  Don't know why people post when they don't really know.  In order for you to travel with your sister alone you would need to be 25.  Here is a link to the relevant Carnival information.
