I have done the Dawn twice during the winter. Not a problem most of the time. Its hard to say what it will be sometimes rough sometimes smooth as glass except around Cape Hatterous which is always a little bumpy. But it can be just as bad in the Summer(Hurricaine anyone) Last time in Febrauary within 36 hours it was warm enough to use the pool...

Rough seas, high waves, are caused by high winds.

While high winds are usually associated with storms, high winds can occur on bright sunny days. It can be stormy on any day on the Atlantic Ocean, just like it can be stormy in your hometown on any day.

And you don't even have to have stormy weather to have high winds and rough seas. Flip a coin and your guess is as good at predicting the weather.
