Schedule for rebuilding piers?

I have been reading that one pier could be open as early as September, then another shortly after, then 3rd maybe next year. I know these dates can change, but my question is, how will they decide who will get to dock and who will still have to tender ?:confused:

Money talks, the rest will walk (or tender). If I had anything to do with it, Carnival wouldn't get to dock until they payed the back port fees.
