Booking a cabin for 3 but there might be only 2

Is it better to book a cabin for 3 and then if one passenger can't make it remove that person from your booking or to book 2 people (in a 3 person cabin) and add someone after?

 

One person in the party is waiting for a passport and there is a chance they might not receive it in time for travel.

Update Not sure how to delete this post and it won't accept my edit so sharing update. husband called Carnival and they said we could add someone to the room after the booking normally but with the particular sailing we are looking at with a 3 person cabin we have to book it with 3 people upfront and if the 1 person doesn't show we lose 25% of their cruise fare. 

 

So we'll have a think and decide which option we want to go with.
