I know that they say the ship booked tours get off first, but can you filter in with them or not? The 'norm' would probably be: If the ship docks at 7am, they start letting passengers off around 7:30am. There's no set rule. It seems they DO allow the passengers who have booked Carnival tours to disembark first. You could probably just get behind that group. Personally, I just sit on deck with another cuppa coffee and wait till the 'crowd' goes away. (But then, I don't book tours, so there's never any rush for me.) When we got to Puerto Vallarta and Mazatlan, you were allowed off whether you had a tour or not. The only delay we ever had was in Cabo, where - if you do not have a Carnival-sponsored shore excursion - you have to go to The Starry Night Lounge and get a Tender Sticker.
