That still leaves the question of how much it costs to go from the 1 device to 4 device internet without upgrading to Premium.

I am on a B2B, and initially bought the single device Wi-Fi. Even though I am booked on two 7-day cruises, the app forced me to pay the 14-day rate. As an Elite, I paid the half off price of $175. A few days later, I decided to change it to the 4-device Wi-Fi to share with roommate. I ended up paying $120 for the rest of the days. I recall that when I checked pricing for 4-devices I was quoted $315 for the 14 days. Hope that answers your question.
