Best option to add 3rd & 4th guest to specialty dining?

It's been a while since we sailed NCL. When my kids were young, they could join us at the specialty dining (included with the free at sea promotion) by ordering off the kids' menu for no extra charge.  Now they are teens and need the adult meals.  What is the most cost-effective way to add them?  I see an offer on the app to "upgrade" to two more meals for around $80/pp but it looks like that is only available to guest 1 and 2 (it says "not available" under my kids' names).

That's because the "upgrade" only applies if you already have a package, which only guests 1 and 2 have. If you'd like guests 3 and 4 to also get a dining package, you have to buy packages for them, not upgrades. You can see what packages are available here:
