I thought the closest bus stop to the port in Chioggia was too far away to walk to the cruise terminal.

No, it does not look like that. We had a 10 minutes walk to our hotel and will have another 10 minutes walk to the ship today. By feet the ways in Chioggia are shorter because cars are not allowed in parts of the area.
