Now that is a change in NCL policy!! In the past, if kids order off the Kids Menu in any restaurant, then there is no charge. The Kids Menu is the same in every restaurant on board so it seem kind of ridiculous to charge in a specialty restaurant when you could get the same meal for free in one of the main restaurants! We took our daughter to Cagney's and she ordered off the children's menu (the same children's menu offered in all restaurants). We WERE NOT charged for her meal.
