Port Taxes and fees

What makes the port taxes and fees in the Medierranen so high ? Are they based according to ports or cruise cost of ht eindividual.

Everyone...no matter what their cruise costs..pays the same amount of tax. So, it's not tied to the cost each individual pays. What is commonly called "port taxes" really is a collection of taxes and fees. Taxes for a med cruise on one cruise line will be quite different from taxes on another line. So...this makes me think that the cruise lines have a lot to do with what they call "port taxes"...and who knows what all they bundle into this figure.

.........which adds up to a sizable sum. There is such a big difference between the taxes and fees to Mediterranean compared to our cruise to Norway two years ago.
