Belize excursion question

I'm hoping someone who has visited Belize in the past will come across this question. We are a group of 22 people, and my wife and I will be personally paying for a total of 4, so we are trying to keep this as economical as possible.

 

We have cruised to other ports of call in the past, and at most of them when you get off the ship, you can contact an independent tour operator

and have that person take you, and maybe a few other people, to destinations of your choice. I know our group is large, but does anyone know if that capability exists in Belize. Seems that most everything I've come across suggests going with Charlie Soto, Oscar Brown, or some other "Established" tour person. We have contacted all of the ones I mentioned plus a few more, and we are hoping to get something a little more economical. Any suggestions will be greatly appreciated.
