Changing a passenger on reservation...

Methinks a person traveling with us is going to have to change one passenger in his cabin but won't know for sure until the last minute. What is the latest Carnival allows passenger changes? Can it be done at the port? I seem to remember hearing something about DHS requiring a passenger manifest 48-72 hours prior to sailing. Anyone have experience with this? Thanks!

Not a question to leave up to a bunch of clownshoes on a chat site - get on the phone and call Carnival so you know of what your cut-off is. I doubt they would allow you to do it at the port - but see my first sentence...

From Carnival brochure:

 

"Advance Guest Information - U.S. Border Security Act

Carnival is required to provide U.S. DHS with specific guest information prior to departure...."

 

...and goes on to say the info must be in two days prior to embarkation.
