Is there a simple shuttle and return from Goff's Caye?

Is it possible to tender into Belize City and find a boat that will drop us off at Goff's Caye and pick us up 4 hours later? I would be willing to go to another comparable caye if the snorkling was good from the caye.

 

i.e. Arrive in port, find a private boat stand, ask, "Can someone take me and my family to Goff's caye for $25?" Then tell ask him to return later for $30?

 

That would be worth it to me, since I don't want to book thru the cruise line.
