When does CC Party Registration become available?

I tried to register for Nov 21, 2005 and got the error message that this was not valid.

I believe it is approximately 12 months before your cruise date. I tried to register for my Sept 2005 cruise and could not.

It is one year............we tried to sign up 15 months early and couldn't but exactly one year prior, it opened up and we were able to sign up.
