The problem is: You have a tender ride to the dock- meet the rest of your group - then about 45 to 60 minute bus ride - a 45 minute walk into the river startingpoint the tubing takes maybe 90 minute - maybe a little more depending on the water flow. You have the bus ride back and on our bus there was vote to stop for food that was a quick 40 minutes That left me with less than an hour to shop and get the tender before sailing. There are several snorkeling excursions that pick you up at the ship and you never need the tender but no combination river tubing and swimming/snorkeling at the cays. Good luck in your decision. I think all the beaches are on the Cayes, which must be reached by boat. We had about 2 hrs after tubing, not enough time to get to one of the islands, spend time there, and get back. Sorry!
