Sapphire: Emerald deck

On the diagram of the Emerald deck, it shows what appears to be a walkway or something that's labeled "Promenade Deck Upper Level." What is this...is it a deck you can hang out on, or is it not accessible by pax? Also, what is right outside rooms E200 and E201...these are "fully obstructed" but I can't tell what's there? I've tried searching webshots and didn't find any pics of these rooms. We're guaranteed in this category and those are the only two rooms left, so one of those will be our room unless the upgrade fairy appears.
