Costa Rica- Food off ship Questions

We are going on the Windstar in a few weeks to Costa Rica. Other boards have given suggestions that you can order sandwiches from room service ahead of time and take them with you for lunch while on land (in baggies in your bag, not out in the open).

My question is whether this would be breaking the law bringing food off the ship in Costa Rica (due to infestation laws etc), what foods would be ok?

Also, is there a concern about eating food in restraunts in Costa Rica- is the water ok to drink without getting sick like in Mexico? Can you eat foods that are washed in water (salads, fruit) or should you be careful about this stuff?

we did not take any food off the ship-so i cannot answer that question, but

we did eat in costa rica off the ship and prior to the cruise and found that we had no issues with the water or the food-and we ate some great meals! (and we did have problems in mexico)
